Subsidising Electricity: Working With DISCOMs For Direct Benefit Transfer To Poor, Says World Bank

0

India will soon be implementing a direct benefits program (DBT) to ensure affordable electricity to the poor households in India, Financial Express has reported, with the World Bank planning the scheme in collaboration with state power distribution companies. The scheme will emulate the ongoing LPG DBT scheme.

Senior Economist of World Bank South Asia Region Fan Zhang praised the reform in distribution of LPG subsidies. He told that the real-time cash transfer programme was a good example of how subsidies should be given to poor households.

“The World Bank is already working with some state distribution utilities in deciding new ways of providing direct cash transfer, rather than create a distortion in electricity price, to protect the poor. Right now, under the current structure, they overcharge industry so that they can provide electricity to agricultural households at the low price. There are experiments being done on the ground on what are the ways to protect the consumers well from such distortions,”, Zhang said.

The World Bank released the report titled “In the Dark: How much do power sector distortions cost South Asia” on Monday (17 December 2018). The report estimated $86.1 billion economic cost due to distortion of the power sector in 2015-16.

He added that subsidies were not the main cause of distortions in power sector. Coal supply at a higher price is affecting the power sector in India according to Zhang.

The New Indian Express quoted a senior official of BDA as saying, “There was a demand from companies and other commercial establishments for quite some time to permit them to reduce the mandatory parking space in their premises since the existing area was not fully utilised by staffers. So, we have now decided to recommend to the government that the rule be modified such that a parking space needs to be provided only for every 75 square meter of built-up area in a commercial establishment.”

Furthermore, another official said, “If one has a plot of 50×80 square foot, then the permitted built-up area there would be 35×60 square foot If three floors are built there, the built-up area would be calculated as 35x60x3 square foot. At this figure, a parking space needs to be provided for every 75 square meter in future.”

Indian Institute of Science, Bengaluru, will draft the data exchange specification for Smart Cities Mission (SCM) as directed by the Ministry of Housing and Urban Affairs (MoHUA).

On Wednesday, a pilot test was conducted in Bengaluru regarding the same. MoHUA has begun the development of Indian Urban Data Exchange (IUDX) for the Smart Cities Mission.

The mission aims at development of infrastructure and services, integrated approaches to problem-solving, promotion of co-creation and bottom-up innovation using technology and the creation of sustainable outcomes by adopting the circular economy model.

Smart sensors, which are deployed in cities, will help the SCM authorities generate additional business insights to improve their operational excellence.
